The Principal Certifier (formerly known as the Principal Certifying Authority or PCA) is the registered certifier responsible for overseeing the construction phase of a development, conducting mandatory critical-stage inspections and ultimately issuing the Occupation Certificate. Under the Building and Development Certifiers Act 2018 and the Environmental Planning and Assessment Act 1979, a Principal Certifier must be appointed before any building work commences. Formal appointment as Principal Certifier and lodgement of the required notifications with the consent authority (council) and the NSW Building Commissioner at least two days before building work commences.

Establishment of the critical-stage inspection schedule tailored to your project, in accordance with clause 162A of the Environmental Planning and Assessment Regulation 2021 and any additional inspections specified in the conditions of consent.

Conduct of all mandatory inspections at the prescribed stages — including commencement, pre-concrete pour for footings and slabs, frame stage, waterproofing, fire safety installations and final inspection.

Issuing of written inspection reports after each site visit, noting compliance status, any required rectification work and next steps.

Monitoring of consent condition compliance throughout the construction period, including tracking of long-lead items like Sydney Water section 73 certificates, stormwater compliance and landscaping completion.

Issue of the interim or final Occupation Certificate once all inspections, documentation and consent conditions are satisfactorily completed.

You or your builder appoints SWC as Principal Certifier by completing our appointment form. We lodge the notification with council and the Building Commissioner.

We prepare a project-specific inspection schedule, issue it to the builder and owner, and set up the project file with all approved plans and consent documentation.

As construction progresses, the builder books each critical-stage inspection. We attend site, assess compliance and issue the inspection report.

If any non-compliance is identified, we work with the builder to resolve the issue before the next stage proceeds, ensuring no defective work is covered up.

At project completion, we conduct the final inspection and issue the Occupation Certificate, closing out the project file and lodging all required records.

Frequently Asked Questions

Is the Principal Certifier the same as the Principal Certifying Authority (PCA)?
Yes — the role was renamed from Principal Certifying Authority to Principal Certifier when the Building and Development Certifiers Act 2018 commenced. The responsibilities are substantially the same: overseeing the construction phase, conducting critical-stage inspections and issuing the Occupation Certificate. The terminology change was part of broader reforms to the NSW building certification framework aimed at strengthening accountability and regulatory oversight of certifiers.
Can I appoint a different certifier as Principal Certifier from the one who issued my CC?
Yes. The certifier who issues the Construction Certificate or CDC does not have to be the same certifier appointed as Principal Certifier. You are free to appoint any registered certifier for either role. However, there are practical advantages to using the same certifier for both — they already have detailed knowledge of the approved plans, the BCA/NCC compliance strategy and any conditions that need to be tracked through to OC.
What are the mandatory critical-stage inspections in NSW?
The Environmental Planning and Assessment Regulation 2021 prescribes several mandatory inspection stages. For typical residential construction these include: after excavation and before pouring of footings, after placement of steel reinforcement for any slab-on-ground and before concrete is poured, at frame stage (before internal linings are fixed), at completion of waterproofing in wet areas (before tiling), and a final inspection before issuing the Occupation Certificate. Additional inspections may be specified by the conditions of development consent. For commercial and larger projects, inspections of fire safety installations, structural steel connections and façade systems are also commonly required.
